Research On The Integration Of Social Security System In Urban And Rural Areas In Shandong Province

Since the new century, our country has established the new rural social old-age insurance, the new rural cooperative medical system, and the lowest living standard security system for rural residents, in order to guarantee basic living standard of rural residents. But because of the past background that’emphasis on urban, negligence of rural’, caused a significant gap of social security system in urban and rural areas. In this context, the integration of social security system in urban and rural areas has played an important role in implementing the scientific development concept, realizing harmonious development of urban and rural areas and building a harmonious socialist society. Therefore, promuting the integration of social security system in urban and rural areas is written in the report to the Eighteenth National Congress of the Communist Party of China, with emphasis on making the system more equitable and sustainable and ensuring transfer for social security accounts between localities.This paper takes Shandong Province as the research object. Shandong province is a economic power in china, which has a developed economy, a solid material foundation, and a relatively complete industrial system. In 2013, the GDP of Shandong province is 546.84 billion RMB, the fiscal revenue is 45.5995 billion RMB, which ranks third in our country. Strong economic background and material basis promute coordinated the development of the social security system in urban and rural areas. As people’s living standard continues to rise, they are paying ever greater attention to the development of the social security system. Social security system in Shandong Province laid a practical foundation for improving the integration of social security system in urban and rural areas. Shandong is a populous provinces and major agricultural province, the total population is 97.33 million,which ranked second in our country. The proportion of the agricultural population is larger, so it difficult to meet all demands of people in urban and rural areas. In recent years, Shandong Province attaches great importance to promoting the integration of social security system in urban and rural areas, and achieve results includes realized full coverage and integration in pension protection and health care in urban and rural residents areas. But there have been differences on social security system in urban and rural areas in Shandong Province. In pension protection, the implementation of a nationwide old pension network.has not completely solved the differences, the level of rural residents is still lower than urban resident. On health care, in the fund-raising and security system, rural areas are lack of comprehensive, multi-level medical security system. The social security systems need to narrow the gap between urban and rural areas. With the rapid economic development and acceleration of urbanization process, the demand which implements the integration of social security system in urban and rural areas is increasing, and the appeal which narrow gap of the difference of urban and rural residents, the difference of group and the difference of region is enhancing. A number of useful suggestions to maintain long-term balance of social security funds, ease pressure of the valuation and appreciation social security funds, and solve problem of the management and service system. Therefore, the research about integration of social security system in urban and rural areas in Shandong province has a certain significance and role model.This paper conducted a series of basic research in order to promote the integration of social security system in urban and rural areas. It includes four chapters. The first chapter discusses the basic theory of the integration of social security system in urban and rural areas. This chapter describes the basic content and the process of the integration of social security system in urban and rural areas. The secondchapter is built policy of the integration of social security system in urban and rural areas in performance evaluation which includes 31 provinces of our country. First, the paper proposed ideas of building the system of security policy in performance evaluation. Second, this paper built index system under the guidance of the constructing principle and design foundation, the index system includs five first-class indexes and twenty-four second-class indexes,then, uses AHP to an indexsystem weight assignment. Finally, some guidance is given to the development of the integration of social security system in urban and rural areas in Shandong Province. The third chapter describes the status of development of the integration of social security system in urban and rural areas in Shandong Province, combined with policies and regulations concerning social security in Shandong Province in recent years, and the status of development of the integration of social security system in urban and rural areas.The analysis is about the effective of the implementation, the feasibility analysis in Shandong Province and the current problems.The fourth chapter is about the measures to promote the integration of social security system in urban and rural areas in Shandong Province, include overall goal, the way of implementation and so on...
