Hegemonic Stability Theory Evolution And China's Strategic Choice

"Hegemonic stability"is one of the mainstream theories on the international political economics originated in the Western in 1970s. Originally, it is a kind of theory about the systems of the free international economies between the hegemony and the stability, and then it is extended to the area of the political and the security. American hegemony began to decline in the 1980s, therefore, to maintain American hegemony, the scholars of the United States put forward a"hegemonic stability theory", which covers the following areas: hegemonic power will provide public articles, maintain the stability of international economic and political safety system, and set up international rules. As international situation changes, the theory also develops itself. Mechanism hegemony came on the scene with the decline of American hegemony and the rise of international mechanism in 1980s; unipolar hegemony appeared with the collapse of Soviet Union and the growing of American power in 1990s; and neo-imperialist theory was put forward with the emergency of terrorism and strengthening of American supremacy. As we know, after the Cold War, the US government has endeavored to develop the new economy, which leaded to a rapid increase of the overall national strength of the US. As the US became more and more important in the global power structure, the scholars of the US instigated the US government to seize the opportunity to enforce the empire strategy and create a new empire. Meanwhile, the implementation of reform and opening-up policy in China gave rise to a rapid growing of the overall national strength of China. At the same time, various kinds of threat theories arised and the US became more and more doubtful about China's development. Therafter, the Chinese government proposed the strategy of peaceful development. By right of this strategy, the Chinese government hopes to break the convention that great power always rises through violence, creat a new way of the rising of great power and decrease the cost of the rising of newly-emerging great power.
