Research On Management Modes And Evaluation Mechanism Of Hubei Provincial's Public Departments And Institutions, Including Provincial Party Organs

First initiated by Peter F. Drucker, an Austria-born American management specialist, the theory of Management By Objective has witnessed a wide spread of practice and success in both business and public managements. With the pace of public management speeding up and direction of it made clearer in China, numerous mechanisms, methods and tools in management science have been introduced and practised, which have promoted conception transformation, function changeover, organization restruction and behavior conduct reform among public management in China. Since 2006, Hubei Provincial Party Committee and Provincial Government have been committed to conducting management by objectives among its subordinate departments, organs, and institutions so as to intensify their public consciousness and accountability, streamline their internal management and adapt their performance more closely to what public demands. And such targets have been considerably accomplished among all these public organs. However, just as many other public institutions have achieved and suffered, Hubei is not alone while there is a lot to do make performance assessment a real success. The shortcomings in performance assessment of Hubei public departments have much to do with China's public and government management philosophy and its working mechanism. And it is encouraged and valuable that a research can be conducted on performance assessment of Hubei public departments in its value, modes and mechanism by way of making an analysis of existing deficiencies. It is supposed that this article will serve to put forward countermeasures to improve the management modes and assessment mechanism of government assessment of Hubei province.
