Research On Optimization Of Cooperation Mechanism Of Government Departments In Emergency Management Process

Under the background of globalization,various kinds of emergencies occur frequently while the economy and society are developing rapidly,which poses a great threat to the safety of our lives and property,even the harmony and stability of society.It is an arduous task for the government to successfully deal with all kinds of emergencies and maintain social harmony and stability because of the heavy losses caused by emergencies every year in China.In the process of emergency management,the coordination of government departments has been widely recognized in developed countries,and corresponding coordination mechanisms have been established.In the process of emergency management in China,various departments are scattered and the coordination mechanism is still imperfect.With the continuous advancement of China's social transformation,the government's functions have been accelerated,and the new round of institutional reform of the State Council established the Ministry of Emergency Management,which emphasizes the coordination of government departments in emergency management from the national level.Based on the Whole-of-Government theory,Synergetics and Systems theory,I use comparative analysis method,in-depth interview method and case analysis method to find out that the coordination of government departments in China's emergency management process has inconsistent progress,squabbling,lack of function,inefficiency.The reasons for these phenomena through in-depth analysis mainly include three aspects: institutional reasons,reasons of consciousness,and mechanism reasons.This paper combs the research on the coordination mechanism of the government departments of emergency management at home and abroad,reviews the development course of the coordination mechanism of the government departments of the emergency management since the founding of the people's Republic of China.In view of the problems and causes of the coordination of government departments in the process of emergency management in China,based on the experience of the construction of coordination mechanisms for emergency management of the US,Japan and the Netherlands,and considering the special situation of our country,this paper proposed strategies for optimizing emergency coordination organization system,optimizing emergency coordination management system,optimizing emergency coordination legal system,optimizing emergency coordination supervision mechanism,and optimizing emergency coordinated education mechanism.I hope this paper can provide useful references for optimizing the coordination mechanism of government departments in the process of emergency management in China and improving thecoordination capacity of government departments.
