The Study Of The Decision-making Ability Of Loca Government In Emergency Management Of Chinese City

At present, China is in the period of social transition, which is full of the various complicated factors of instability hidden behind the rapid economic growth, the gap between rich and poor is further expand, the social deep contradictions are becoming increasingly acute, the social security situation is very critical, the malignant events of no direct interest group events or the relationship show a rising trend, the non-traditional security crisis is becoming a major threat to public safety, and so on, which all leading to social unstable factors increase. In addition, China is a country filled with all kinds of natural disasters and accidents which happened frequently. The city is a region center of the population, economy, culture and energy, also become a huge hazard-affected body. Any problem happened in natural disasters, accidents, public health events and social security incident will produce serious secondary disasters and result in a chain reaction, that causes immeasurable losses and become a direct threat to social security.Facing all kinds of the growing complex public crisis of urban China, the decision-making ability of emergency management of local government cannot satisfied to deal with it, that need to be improved urgently. Based on collecting and consulting a large number of relevant literatures about urban emergency management at home and on aboard, this study explains the relevant keywords and theory, deeply analyzes and identifies decision-making ability of emergency, environment and conditions of emergency decision, and the elements of emergency decision-making ability, and then analyzes the actuality of the decision-making ability of emergency nanagement of local government, sums up the problems. After making a thorough research on the reasons for the problems of the decision-making ability of emergency management of local government, this study put forward countermeasures and suggestions from improving conditions and environment of emergency decision-making, constructing the effective decision-making supporting information system, providing acknowledgement of the emergency decision maker, enhancing the general quality of the emergency decision maker, and promoting other main body participates positively and orderly.
