In recent years,with changes in operational mode,to meet the requirements of the development of information technology and the changes in combat mode,and to continuously improve our military's ability to carry out regional war,the military firmly opened the work by training and bringing up new high-quality military cadres, strengthening the selection,training and introduction etc.of the cadre team,which achieved remarkable results.It should be noted,however,there is still a gap between the current status of our military cadres and the requirements of modern warfare,the army cadres construction still faces many difficulties,the effects are unsatisfactory in the selection and culture of cadres,the introduction of high-quality personnel is more difficult,yet the most are lost.How to understand and effectively solve these issues, which is obviously our military cadres face to resolve urgently.At present,with the deepening study of the Scientific Outlook on Development, the voice of the military career is more and more enhanced,how to do a good job in the armed forces to evaluate the work of cadres,to make the cadres of the armed forces develop scientificly and coordinately,which is also a major subject that the military cadre management faces.This paper is focus on the forefront of the current performance management theory, try to carry out the organic integration of the thinking and concepts in modern human resource management and the performance management of cadres in the armed forces, based on the reflection of in-depth analysis from the internal evaluation mechanism; through the establishment of indicators for performance appraisal,try to guide the construction of military cadres match with the strategic objectives of the army,generate the excitation from the internal and the individual,thus to effectivly build an advantage uniquely in army cadres.With the combination of actural performance appraisal of military cadres,start with the current status of performance management,to analyze the status of performance appraisal system as well as the development trend of military cadres.Aimming at the existed issues,devided the military cadres into the upper,middle, basic cadres to construct the Index System,adopted a balanced scorecard,KRIF mode and job analysis mode,with potential indicators added for the choice of performance indicators.Based on the current development strategy of the armed forces,established the first and second level indicators of performance appraisal,defined the weights of the indicators,and implemented constructive suggestions to strengthen the effectiveness of the performance appraisal system.Three Illustrates and four forms are included in this thesis,29 pieces of articles have been referenced.
