Performance Evaluation Index System And Methodology Of Prison Project Construction

The performance of the prison project construction reflects the legal system of society to a degree. In recent years, however, with the increasing of public project investment, the prison construction project often ignores the requirement of 'the prison construction standard' during the construction process, and the problems of low quality and ‘three-excess' often exist. Therefore, the main purpose of performance evaluation is to judge whether the prison project construction meets the requirement of 'the prison construction standard,and to guide the similar projects in the future, according to the results of the evaluation. Above all, this research focuses on building the performance evaluation index system of prison project construction and provides a reasonable evaluation method.Firstly, according to the characteristics of prison construction project and ‘Common framework of budget performance evaluation index system', this research uses literature and questionnaire method to replenish three-level indexes which has been given in the ‘Common framework of budget performance evaluation index system' to make the indexes meets the need of performance evaluation. Based on that, this paper develops four-level and five-level indexes to builds complete performance evaluation index system of prison construction project, and then invites experts, scholars and prison staff to filter indexes by the analysis of membership degree.Secondly, to ensure the objectivity of the evaluation results, a large part of indexes in the evaluation index system are quantitative. For qualitative indexes, this paper analyses the likely outcome of these indexes in the implementation of prison construction projects, using quantitative performance evaluation indexes to replace. The indexes which cannot be replaced by quantitative indexes, according to the characteristics of such indexes, use 'One vote negative' or 'Downshifts rating' to realize compared and integrated.Thirdly, because of the enormous indexes in the index system in the performance evaluation of prison construction project. This research take use of the method of AHP to calculate the weight. The calculation results achieved the purpose of paying more attention to project effect in performance evaluation.Finally, the grey colligation evaluation method is introduced to set up the prison construction project performance evaluation model.by this the evaluation eventually come to an intuitive performance evaluation conclusions of prison construction project. The grey colligation evaluation method could colligate the performance index and enhance the objectivity of the performance evaluation of the prison construction projects.The results of this research could have a great importance to promote performance evaluation of prison construction projects and improve the efficiency in using financial fund.
