Study On Digital City Management In China Under The Perspective Of Public Governance

With the development of the city,the urban problems had become complex,and the inefficient traditional city management could not solve the increasingly complex urban problems effectively.At this time,Information technology has been widely used in the cities of China,which has promoted the construction of urban information technology.Dongcheng District,Beijing,tried to solve urban problems by using information technology,and the digital city management model was formally produced.Since the national promotion of this model,the cities have implemented digital city management in succession.Innovation of digital city management in the organizational structure,business process and information technology,not only improve the living environment,but also improve the management level of the city government,at the same time provides ways and means for participation of the market organizations,non-profit organizations and public in city management.Though the successful experience of digital city management has been achieved in China,there were still many problems and need to be perfected.This paper combined the theory of public governance with the practice research of digital city management to enrich and develop digital city management in China.From the theoretical point of view,it was beneficial to the government and the society to pay more attention to the digital city management,to promote the deeper discussion of the digital city management in China,and to explore the digital city management,which was dominated by the government,and the urban construction and maintenance of the enterprise units,non-governmental organizations and citizens.At the same time,it enriched the research of digital city management and provides feasible suggestions for digital city management.From the practical point of view,this paper studied the digital city management with the participation of multiple subjects under the leadership of the government,and put forward the countermeasures and suggestions to improve the digital city management,and gradually made the urban management of our city to the management target people,the management subject pluralism,the management system democratized,the management mode fine,the management mechanism enterprise,the development of management means informatization,and promote the development of urban management to urban governance,and promote the development of urban management with Chinese characteristics in the new era.Public governance is a new type of social public affairs management model,which is dominated by the government,market and society.It is the cooperation between the government and civil society,non-governmental organizations and private institutions based on the public interests and mutual recognition.From the perspective of public governance,this paper analyzes the existing problems,the reasons and suggestions to improve the digital city management in China.This paper was divided into five parts:the first chapter was the introduction and introduces the reason of the topics,significance,and research status and research methods.The second chapter elaborates the related concepts and the analysis the public governance theory.The third chapter expounded the existing problems in digital city management.The fourth chapter was the analysis of digital city management case,including the implementation of digital city management background,present situation analysis and enlightenment.The third chapter focused on the analysis of main implementing of the practice,and draws lessons from the enlightenment.The fifth chapter put forward improvement countermeasures according to the problems summarized above.
