A great nation is not only good at learning from the disaster, but also good at learning from lessons of other countries, so as to enhance to fight against natural disasters. Since the development of emergency management, the United States has formed a set of comprehensive emergency management system. On the basis of understanding this system, in accordance with four phases of the United States emergency management, namely mitigation, preparedness, response and recovery to natural disasters, emergency management information in this paper is divided into early warning information communication in pre-disaster preparation, emergency information communication in disaster response period , information communication in post-disaster recovery and evaluation period, as well as information communication in the normal period of disaster reduction and public safety education. Within the four phases of emergency management, this paper has studied the exchange of information within the four actors that are the government, media, non-governmental organizations and the general public, meanwhile highlighting the four actors playing great role in the emergency management. And their specific expressions contain that to help the government to provide timely information to decision-makers is to ensure that timely and accurate decision-making, to coordinate various departments to make emergency management being a smooth and orderly conduct; to ensure the mass media that can communicate the early warning information, coordinate the society, and enhance mass education ; to ensure that non-governmental organizations in disaster emergency management can work together with the government; to achieve public safety education and develop the sense of crisis. To improve our country's emergency management information communication, this paper has responded it by giving some recommendations, so as to enhance emergency management, and reduce the loss of lives and property.
