Tibet’s unique geographical environment and harsh plateau climate lead to manykinds of natural disasters, which are of wide geographic distribution and highoccurrence frequency. Therefore, it is necessary to strengthen research on theemergency management for Tibetan forces dealing with natural disasters. That is theprecondition and foundation of protecting lives of the plateau forces and reducing thedamages of the military equipment and property. It’s an effective way for the Tibetanforces to improve the ability of executing diverse military tasks, especially the ability ofdisasters prevention and mitigation. This research would be of great theoretical andpractical value.This thesis analyzes problems Tibetan forces are facing and sums up goodmeasures they have learned in recent years. Also, it draws on useful experiences fromother organizations of disposing natural disasters. Based on knowledge of riskmanagement and emergency management, the thesis points out the shortcomings lyingin the current methods for Tibetan forces dealing with natural disasters, and provides thebasis for Tibetan forces to improve the emergency management level to respond tonatural disasters.The main content of the thesis are shown as follow. First, the thesis provides anoverview of the related research. It introduces development trend of domestic andinternational emergency management theory and briefly elaborates the related theory ofthe emergency management in natural disasters. Second, it describes the main problemsof the Tibetan forces emergency management in natural disasters. Third, the authoranalyzes the dynamic decision problem of the natural disaster contingency plans.Finally, the thesis puts forward several suggestions to improve the Tibetan forces’emergency management level according to the actual situation they are facing.
