A Study On Government Information Disclosure In Public Crisis Management

AbstractNowadays competitions and conflicts between the nature and human beings as well as social institutions become gradually intense.The modern society gets weaker and weaker,which accounts for the increasingly high frequency of crises.The fearsome events have aroused the public attention on public crisis in the world,such as the 9·11 crisis,SARS crisis in 2001,avian flu in 2004 and South Asia Tsunami in 2005,and the Wenchuan Earthquake in 2008.Currently,China enters a transformation period,which is called crisis-prone period,contradictions and problems of all kinds are likely to lead to great crises,which will pose a great challenge for the government.When confronted with various public crises such as great emergency,natural disasters,serious epidemics and terrorist activities etc.,the normal social order is disrupted and the people's ability to bear is decreased.As a result of various rumors and panic,people unconsciously but easily take part in some irrational activities.Therefore,it may lead to turbulences and people's inability to cooperate with the government,which makes it harder to deal with the public crisis.Firstly,the optimal time for dealing with the crisis has been delayed.Secondly,because the government failed to disclose the information timely,the unofficial news as well as fake news were spread quickly,which led to a great panic and worsen the crisis.Therefore,efficient government information disclosure is fundamental to solving the public crisis.Government information disclosure is the requirement of democratic administration and the construction of service-based government.Currently,the government information disclosure in China has sustained a long-term development in practice with the enactment of Government Information Disclosure Ordinance as a milestone,which turns over a new page.The Wenchuan Earthquake in 2008 is a good practice of the Government Information Disclosure Ordinance.In the process of coping with this crisis,the Chinese government information disclosure is timely,tranquil,various and open,which appease the public panic and effectively avoid rumors.It is considered a big stride.However, there are also some points which need further consideration.This thesis tries to analyze the related successful factors and summarizes the experience and lessons,which lead to some pointed and unique solutions and measures. The thesis can be divided into five parts.Part 1 gives a brief introduction of the background of the choice item,significance, research goals,the main questions,research methods and the originality.Part 2 attempt to introduce the theoretical basis of public crisis management and government information disclosure as well as the content.Part 3 attempt to introduce the elaborative methods;meanwhile makes a study of the content of methods and rules in the research of information disclosure.It also analyzes the China's management ability of public crisis and the existing problems.Part 4 emphasizes the analysis of problems.Introduce the basic situation of public crisis management in China.Through the analysis of China's information disclosure of the public crisis management in the Wenchuan Earthquake,this thesis tries to find out the successful experience and problems and further analyze them.Based on the above discussion,part 5 puts forward some solutions to perfecting and promoting the information disclosure of China's public crisis management by comparative analysis.
