On China's Household Registratiom Mamagement System Of College Students

In china,the formation of University of household registration management system ,which is a product of the planned economy era, is based on the Household Registration Ordinance of the people's Republic of china that determined in 1958 and the provisions of the relevant ministries.On that time,under the planned economy mode,the system merged into the national unified enrolls and allocation policy.Therefore,the transformation of the students'registered permanent residence system have been the most important security to the iron rice bowl and become an urban residents.However,with the transition of the economic system and the reformation of Colleges'education, Students no longer have uniform distribution.They should to choose their own career,at the same time, Unit and students have choise to choose each other .so the iron rice bowl is broken.The registered permanent has become an unidentified problem.Moreover, the transformation of the students'registered permanent residence system also exposed many defects in the everyday management of household registration,has been difficult to adapt to social development.In this social context, this article is completed by investigation and study,looking up to information, combining with my own work experience,to analyse the China's historical changes of the college students'household registration management system. This article mainly introduct in two stages: registered permanent residence transfer control stage and mainly free stage.In our country, from control to the fundamental freedom,the changes of students'registered permanent residence shows its legal principles: the freedom of movement is the embodiment of human rights,demands for equality freedom and to comply with the Convention. In theory,this article discuss the legal resource of college students'household registration management system is related to freedom,but in practice I find there are many drawbacks in the system.Moreover,it analysis the contradictions in-depth between the household registration system in College and the employment system change, college reform, social development, the flow of talent. On this basis,This article also introduce the foreign population management system such as"social security" system in American; the civil registration system in France, Denmark and Sweden; household registration system in Japan and Thailand. Learn through the experience of other countries,we can see the drawback in our country.so the reform direction of the household registration system of China's college students is People-oriented,freedom of movement and management by the law. At the same time, put forward my own ideas: students do not transfer registered permanent residence when in school,To implement temporary residents to register and ID card system,to abolish the restrictions on graduates registered permanent residence and develop the appropriate legal norms.
