"Corruption in appointment" refers to the principle-breaching and law-breaking phenomenon in selecting and appointing cadres, the nature of which is the abuse of the public power in choosing and using officials. The most prevailing, outstanding and harmful current phenomena of "corruption in appointment" mainly include: to crave official positions, to sell and buy official positions, as well as to canvass and get elected by bribery, etc. Such a corruption is like pollution to water sources, resulting in frequent problems such as cadres elevated inappropriately and unqualified official taking a post, etc. Thus the "ecological system" of the officialdom is worsening down, and as a consequence, bad officials become rampant while good officials are dispelled.This paper deeply explores the reasons of "corruption in appointment" by adopting various analyzing methods such as the hypothesis of "rational economic man", Prison Dilemma, rent-seeking, cost-effective analysis, systematic overview, interest group investigation and strategic voting, etc. The reasons why "corruption in appointment" takes place repeatedly are as follows: the official-oriented idea influence people's behaviors; rational economic men covet the great profits from such a corruption, and try to chase and gain their own economic interest in a most economic way; the high centralization of personnel-using power hinders the full development of democracy and effective embodiment of public opinion, so it comes out that "minority select minority"; the concept of appointing officials by favorites hasn't changed, and the system-based mechanism of selecting and appointing officials is yet beyond establishment; not enough measures are taken to restrict the centralization of personnel-using power, few supervisions are conducted to prevent the "one-hand command" before and during the selection, and the supervising system is far from sound; the actions to investigate into affairs and deal with them are rare, the blame is not looked into thoroughly, and the punishment is not severe enough.In order to completely prevent and tackle the corruptions that include craving official positions, selling and buying official positions, as well as canvassing and getting elected by bribery, etc. in the current system, we should take the following counter-measures: focus on dealing with the official-oriented idea by conducting more pertinent and efficient education as a proper guidance; focus on the problem of over-high profit for officials by taking comprehensive measures to lower their expected income; focus on the problem of "minority select minority" by setting a clear direction to further strengthen democratic selection and appointment; focus on the problem of appointing officials by favorites through improving the selection system and changing it into a complete system-based mechanism; focus on the problem of "one-hand command" by establishing rigorous and effective restricting system to enhance supervision; and focus on the problem of light punishment by imposing forceful castigation after strictly investigating into affairs and blames.
