With the constantly spreading of the global economic crisis,the economic and social situation becomes more and more complex,which raise a highly claim on modernizing our governance system and capacity.Cadres are the backbones and pushers in all activities.Building a higher quality ranks of cadres,is the need of keeping government decree open and improving efficiency,the need of keeping close to and serving the people,the need of bringing about a better socioeconomic and scientific development,and the need of living our Chinese Dream.Cadres selection,and setting up a perfecter mechanism of appointing cadres,should be a priority for all in the work of building a higher quality ranks of cadres,but it till exist many deficiencies of it at present,which shows up as the not enough clear employing guidance,the lack of communication and recognition between cadres,the ineffective appoint procedure and supervision,the low awareness on the selecting cadres competition.This article follows an empirical study approach that is under the method of questionnaire survey and interviewing method,which aims to deeply study the existing problems and causes in the selecting and appointing cadres work in Chaozhou,and offer a proposal to optimizing our city's cadres appointing system.The first chapter is an introduction,expatiates the background and significance of the thesis,which combines the theory with the spirit and provisions of the revised edition of “ The ordinance of the work of appointing cadres of our Party and country” after the 18 th National Congress of the CPC.The second part relates the definition of some related concept,the relevant fields of study,the research situation,and the outline of basic theory.The third part introduces the fundamental state of cadres selecting and appointing in Chaozhou,and the emphasis puts on the form and flow of it.The fourth part analyzes the current situation and the assessment survey of Chaozhou's cadres selecting and appointing work,which mainly studies the existing problems of it,and turns to analyze its causes.The fifth part is to table a proposal of perfecting the mechanism of appointing cadres of Chaozhou,and then helps to improve it to be more scientifically.The last part is a conclusive discuss,and look forward to a better developing direction in the future.Cadres are the key members of our Party,and they play an important role in the economic construction and social development.We should set up a correct transmission mechanism of the employing guidance,play cadres' role effectively needs to optimize our cadres appointing system,which makes our cadres consciously close up to being a good cadres.Through perfecting the cadres recognition and investigation mechanism,it will help those cadres to enter the insight of our organization.Perfecting the procedure of selecting cadres and the responsibility assigning mechanism,will support our cadres to stand out.Creating a nice optimal competition atmosphere,will promote a benign interaction between cadres.In the practice of the cadres selection and appointment work,it may realize the change from the type of “people choose people” to the type of “mechanism choose people”with constantly perfecting the working mechanism.
