A Study On The Construction Of Safe Communities In Qingdao

A community is a cell of society. The security of a community is the foundation of social stability and harmony. The core of the concept of socialist harmony is people-oriented, e.g. the harmony between people and people, between people and society and between people and environment. As safety is the foundation of a person's life, so ensuring people's safety is the foothold and entry point of building a safe community. In recent years, with the constant occurrence of urban crises, the security management of a city has become one of the top priorities on the agenda of every government in the world. As the co-host of the 2008 Beijing Olympic Games and an economically developed coastal city, the security management of Qingdao is becoming more and more important.The present paper discusses the concepts of safe community and safe promotion, and the status quo of the construction of safe communities abroad. It introduces WTO-accredited Safe Community Standards and the requirements of specific safety indexes. Through an analysis of the actual cases of safety community construction both at home and abroad and the statistics of accidents, plus the data concerning the safety community building in Qingdao, it aims to find out its necessity and the problems involved, demonstrating the significance of safe community building in Qingdao at the present stage and highlighting important issues concerned.As far as research methodology is concerned, the writer of the present paper proposes a model of raising a question, analyzing it and solving it. With the construction of safe communities in Qingdao as the subject, the paper is based on literature study, data analysis, investigations, theoretical and empirical study, the research results of the Ocean University of China, the literature in Qingdao Library, and the field study made by the Project Group of Safe Community Construction in Qingdao under Qingdao Municipal Production Safety Watchdog in the Shibei District, Laoshan District,the Economic Development Zone, and the City of Jiaonan. By talking with government officials and people from the communities, the writer hopes to combine theory with practice so as to contribute ideas for the promotion of safe community construction in Qingdao.The paper is composed of four parts. Part One puts forward the concept of safe community, and makes an analysis of its background, cause and development, and underlines the necessity of safe community construction. Part Two is a survey of the research results of safe community construction as well as a contrastive study of classic safe community construction models. It also makes an analysis of the serious problems in light of the actual conditions in Qingdao in this aspect. Part Three takes the safe community construction program of Xihan Town in Laoshan District for example. It summarizes its practice in terms of support facilities, organization construction, program development, and monitoring survey. And finally in light of the theoretical results of safe community construction and the actual conditions in Qingdao in this regard, five policies and concrete measures concerned are proposed in Part Four.The paper analyzes the causes of the problems regarding safe community construction both from the microscopic and macroscopic perspectives. Given different levels of development, safe community construction varies from place to place. Therefore it follows that safe community construction programs should be managed in light of the realities in different areas. As for safe community construction programs in Qingdao, while there are some successful practices, problems do exist. Some of them should be gradually dealt with during the course of development.The paper has two innovations. First, it introduces the concept of safe community construction, WTO-accredited Safe Community Standards and the requirements of specific safety indexes, and discusses, in light of the six requirements of WHO-accredited safe communities and the sixty-three concrete indexes in nine areas, the importance of safe community construction at the present stage. Second, in light of the actual cases of safe community construction both at home and abroad, especially through the analysis of the safe community construction program of Xihan Town in Laoshan District, the paper puts forward the polices and concrete measures in order to promote the safe community construction in Qingdao. It tries to find out a construction model that meets the needs of the city, provide the communities with a theoretical framework and effective construction methods so that the communities in Qingdao will receive the WHO accreditation, which will raise the level of Qingdao safe community management to meet international standards, and help improve the image of Qingdao in the world.
