The Legal Pondering Of Establishing A New Pricing Mechanism For Energy

China's energy supply and consumption has entered a new historical stage.The increasing energy problem doesn't match the goal raised by the current government that developing scientifically and constructing an eco-civil society.In order to ensure the sustainable development of energy and socio-economic and environmental,we must foster the concept of scientific development,first of all to ensure the sustainable development of China's energy.In the current backdrop that the global financial crisis are increasing,and the world economy are weakening,China should seize the opportunity that the global commodity prices have fallen,turn the crises into opportunities,establish a new mechanism for the formation of energy prices according to the law to promote our country's economic recovery and rise.In this paper,we do some analysis and research of the situation of China's energy development and the current energy pricing mechanism and the relevant legal of energy,and we also do some considering of setting up a new mechanism of energy prices,at last,we give some suggestion on improving China's energy legislation. The innovations of this thesis are:Firstly,in order to improve the problem energy shortage,we must improve the energy pricing mechanism.Adjust the supply and demand by market means,and the government use financial,taxation and other means of market mechanisms to adjust the supply and demand.Secondly,guiding by the theory of sustainable development,we must improve the energy legal system, encourage the development of new and renewable sources of energy,promote energy diversity,and ensure the rational development and utilization of energy,achieve better and faster economic and social development.The works of this thesis is of great significance in the reforming of energy pricing mechanism,and especially,in the improving of energy legal system.
