The Function Of Governmtnt In The Community Care For Elderly

As the escalation of aging extend emerged around the whole population, the declination of family's function for caring the elderly because of "four-two-one" family structure, the scarcity of the institutional care beds, and Chinese Cultural tradition, most Chinese old people choose to live at home and age in the community. This article chooses the development of ageing in the community of shanghai, which has highest aging rate in China and is the first area to enter "older society". The article assumes that in the condition of limited government resources for caring old people, the limited resources should be allocated among the needy people in the effective and fair way. It aims to find the functions of government should assume by the comparisons of the need of old people who age in the community and the supply of government and the society.Based on analysis of the gap of the need of old people who age in the community and the supply of government and the society and the difficulties aging in the community faces, the author find the functions of government should assume: raising the awareness of aging in the community and placing it in the overall development plan for society; clearing at all levels of government old-age home services duty; strengthening the legislation of aging in the community; strengthening the ranks of old-age caregivers construction; strengthening of market cultivation, so that public institutions and private institutions at the same starting line; strengthening the construction of aging agencies to improve the status of aging agencies and forming its relationship with other functions in close liaison and co-operation department.
