The goal and value of existence of public management is to improve government performance,and the original impetus for government's performance management is enhancement of administrative efficiency so as to give better play to government functions and make the government authorities and the people the most direct beneficiaries.Civil servants are the executors of government functions,so assessment of their performances is an important aspect of human resource management of the Chinese government and also the basis for government performance.Considering the concrete working conditions of Chinese civil servants,this thesis aims at improving public servant assessment methods under the existing public servant assessment system and designing a more acceptable,workable and feasible public servant performance assessment system.In this thesis,the author made a literature review of relevant domestic and foreign studies first,analyzed problems in the current Civil servant performance assessment practices,and proposed a dynamic performance assessment system.Then,the author tried to optimize each link of the Civil servant performance measurement system and the performance feedback system in order to improve the entire performance assessment system and make the assessment results conform to actual performances of the Civil servants under the Goal Management Theory and Control Feedback Theory.Thus,correct feedback will be given according to the assessment results and further influence future performance of the Civil servants.In this study,the author used Matlab software,a mathematic simulation tool to simulate input-output result of Civil servants repeatedly,based on which the author worked out the optimal input-output strategies for public servants under different motivation mechanisms.Lastly,the author presented the major conclusion of the study is the optimization of Civil servant performance measurement system and the performance feedback system in accordance with system principle,objective and concrete principle,practical principle and cost-control principle.And then the optimization of the measurement system,which is mainly reflected in the three aspects of the performance record system,performance measurement system and performance evaluation system.Through the optimal design of the assessment of the content,assessment subject,assessment methods,assessment procedure accomplish the accurate performance evaluation results;As for optimization of feedback system,through the positive excitation subsystem and negative excitation subsystem to accomplish feedback system optimization.elaborated the limitation and future development direction.The dynamic Civil servant performance assessment system proposed by the author is of certain reference significance for deeper studies in this field in future.
