Governmental Executive Ability is an important way to ensure ideas to transmit from Superiors to their subordinates, it is also an effective mean to improve administrative efficiency, as well as an important aspect of administrative reform. phenomenon such as The variation of implementation and Non-implementation of orders has seriously affected the implementation of national principles and policies, laws, and regulations, reduced the efficiency of administration, so that the objectives of the Party and the government are difficult to achieve. Therefore, this thesis , combining the actual situation, in the basis of in-depth analysis on the reasons that affecting the executive ability of local government in Xinjiang, has put forward some effective Countermeasures to improve its executive ability, This will not only enhance the implementation power of Xinjiang local government but also has great theoretical and practical significance to the administrative reform in Xinjiang This thesis, studied on the related issues of the local government upon systematic analysis methods, and creatively proposed the concept of executive ability of Xinjiang local government.This paper includes six parts, the first part is Introduction; the second part Described the necessity of implementation capacity-building in Xinjiang; The third part introduced the theoretical basis for the implementation capacity research.
