Making an introduction to various career management theories, integrating advanced human resources management experience and taking into account the peculiar administrative system and environment of Xinjiang and Xinjiang Production and Construction Group (XPCG), the paper makes a probe into Shihezi civil servants'career management theories that are applicable locally and tries to propose countermeasures to solve the new problems and issue that arise.Based on an analysis of statistical results of career orientation and resignation inclination questionnaires, the paper tries to identify the underlying reasons and possible patterns. The paper also puts forward the proposal that the Shihezi municipal government should introduce the career management system for young civil servants, formulate policies concerning their career development, offer guidance in this respect, expand scope for the their career advance, and create more favorable opportunities for their growth and participation in the administration. If achieved, this is likely to effect mutual reaction between the government and young civil servants, effectively guarantee the future need for talent, retain and attract excellent members of civil servants, avoid damage brought by their drain, promote the human resources management efficiency of the government and realize the sound and rapid development of both individual civil servants and government offices.
