Career management is an important part of modern human resource management. It has been practiced in the enterprises and government organizations at home and abroad, which achieved good result and accumulated valuable experience."Grass-roots young civil servant" is the fresh force of the whole civil servant. Since they are at a critical stage of their career, the effective management of them would both to lay the foundation for the success of their entire career, and also promote the stability and development of the grass-roots civil servant, and promote building a harmonious society.The thesis is based on the theory of career management and the law of Civil servant of the People’s Republic of China, combined with career management practice of civil servant at home and abroad, the grass-roots young civil servant career management of Hefei has been selected as an entry point to commence the research. The thesis is composed of six chapters. The first chapter is introduction. Including research background, research object, literature review and definition of the basic concepts,etc. The second chapter is related concepts and theories of career management. Including the concepts of career management and career planning, vocational choice theory, career development theory and so on. The third chapter is foreign civil servant career management practice and inspiration, summarize the beneficial experience base on the introduction to the practice of foreign civil servant career management. The fourth chapter is the practice and experience of China’s civil servant career management, introduce to some piloted domestic civil servant career management practice and summarize the successful experience. The fifth is survey and analysis of Hefei grass-roots young civil servant career management, point out the shortcomings and the reasons of Hefei grass-roots young civil servant career management, by investigating the current status. The sixth chapter is the relevant countermeasures to deal with the above mentioned problems. It is mainly discussed from macroscopic, intermediate and microscopic level. Firstly, measures need to be taken by Hefei government to consummate the system and mechanism of civil servant management; Secondly, organizational career management is the main part of the countermeasures, one is optimize the concept of civil servant management, the other is strengthen the conjunction of civil servant management and career management; Thirdly, the grass-roots young civil servant themselves was discussed and sparkplug them to implement self-career management.
