At present, more and more students are engaged in the work of county and township government bodies. The contradiction between young civil servants’ expectations of the career development and county government agencies not meeting their expectations becomes sharp, so that the phenomena of unserious working attitude and no enthusiasm towards work and so on have appeared. This has seriously affected the construction of service-oriented government and the process of a new socialist countryside in China. For the county and township government offices, the young civil servants’career development has been an urgent problem. Career management is an "win-win" model of human resource management between organization and person. It can overcome many weaknesses of the young civil servants’ management, arouse enthusiasm towards work and passion of the young civil servants, and achieve the goal of harmonious development between the governmental organizations and the civil servant individuals.In this paper, the career management theories and the research results and practical experience of the domestic and foreign civil servants’ career management theories are used to further comprehensively analyze and study the establishment of the young civil servants’ career management system in Shanghe county. The paper is divided into six main parts:the first part describes the aim, meaning, content, methods, innovation, definition and review the status of domestic and foreign research. In the second part, some related theories of the career management and the civil servants’ concepts are introduced. The third part analyzes situation, problems and reasons of the civil servants career management in Shanghe at the present stage. The fourth part constructs the internal ideas, the external support, the stage management system, auxiliary facilities and career development path which the career management needs. The last part is the conclusion.The writer hopes that this paper can inspire other great views and provide certain references to improve the management of the young civil servants in the party committees and governments of Shanghe county. At the same time, it provides some valuable references to improve the career management of the young civil servants in the other economic backwardness areas.
