At present,China has entered a new era of socialism with Chinese characteristics,the functions of the government have changed,and the functions of the township level government are changing from administrative management to continuous provision of high-quality public services for rural residents,which puts forward higher requirements for township civil servants.China's political situation is special.Civil servants not only undertake the social service function,but also take the responsibility of governance.In addition to the constraints of law and morality,they are also subject to the rigid constraints of Party discipline and political discipline,which bring “invisible pressure” to civil servants.Under the new normal of politics,improving the party's style of work and struggling against corruption are persevering.The responsibility of township civil servants is more important and the restraint mechanism is more severe.Young civil servants are the backbone of township work.New era and new work give them new challenges.In the actual work,the young civil servants in villages and towns have little experience.In addition to carrying out major tasks in the work,they also need to adapt to a lot of complex working environment.Their job burnout is becoming increasingly prominent.Whether they can maintain a good professional status affects the current situation and future of grass-roots governance,which is closely related to the success or failure of the current goals and tasks in China,and more worthy of attention and research.In addition to literature analysis,this paper also investigates the job burnout of young civil servants under 40 years old in R city of Shandong Province through case interviews and questionnaires.The questionnaire mainly includes three parts: personal basic situation,job burnout scale and influencing factors scale.Through sorting out the survey data,we can draw the following conclusions: the burnout of young civil servants in R city is widespread,showing a moderate level;the performance of job burnout in three dimensions is: emotional exhaustion > cynicism > low sense of achievement;the three dimensions of burnout have certain differences under different demographic variables.In order to explore the causes that may lead to the job burnout of the young civil servants in R City,this paper makes an exploratory factor analysis on the influencing factors scale,classifies the factors with high correlation,and concludes that the factors that affect the job burnout of the young civil servants in R city mainly come from five aspects: personal factors,career development factors,work factors,organizational factors and social factors.Based on the results of case interviews,this paper analyzes the causes of job burnout fromfive aspects: personal factors mainly come from personal physical quality and personality;career development factors include lack of professional knowledge of township civil servants,lack of career planning and promotion mechanism;working factors include more accountability in Township,low salary and treatment,the perplexity of working environment to marriage and family life;organizational factors include imperfect incentive mechanism and vague job responsibilities;social factors are mainly high expectations of civil servants.Finally,in order to improve the current situation of job burnout of young civil servants in villages and towns,this paper puts forward suggestions to alleviate job burnout.
