Under the pressures of social transition and population aging, the problem of supporting the old is getting more and more prominent based on the traditional mode of supporting the old. As the change on the structure of population and family, the function of family supporting for the old is weakening. Meaning while, the mode of living in institution can hardly maintain for its limited resources and huge expenses. In this case, the service of aged-care at home which combines with the advantages of above two modes will become the main means for Chinese urban elderly in the future. The service of aged-care at home belongs to public goods, so there are congenital defects when profit organizations provide public services. But in the meantime, if the service is totally supplied by government, it Not only causes a waste of resources, but also leads to inefficiency. So NPO shows its unique advantages in the service of aged-care at home. This paper researches one NPO named Homes for the Elderly without Walls in F community in order to study the operating mechanism and rules of NPO's participation in the service of aged-care at home, and discuss the problems and reasons, and then brings forward some operative policy suggestions.This paper explains the topic with five parts:The first part mainly introduces the background and meaning of this paper, and defines some important concepts. The second part analyzes the rationality of NPO participating in the service of aged-care at home. The third part introduces that other typical countries' NPO have successful experiences in participating in the service of aged-care at home, and expounds the present situation of China's NPO participating in the service of aged-care at home. The forth part researches Homes for the Elderly without Walls in F community in order to study the operating mechanism and rules of NPO's participation in the service of aged-care at home, and discuss the problems and reasons. The focus and innovation of this paper both are in this part. The fifth part brings forward some operative policy suggestions to improve China's NPO participating in the service of aged-care at home.
