The Research On The Cultural Soft Power Construction At The Basic Level In The Armed Police Forces

The police camp cultural soft strength, the important component part of the Chinese advanced culture ,has played an important role in the promotion of military all-round building and the acceleration of the central task accomplishment. The basic units are the foundation of the army. How to build the police camp cultural soft strength to promote the sound and fast development of the construction at the basic level at the new starting point under the circumstances that the extensive efforts are made to "study and practice the scientific concept of development" in the whole Party, which now has become an urgent subject existing at all levels.This article has first analyzed the connotation and the structure of the armed police camp culture at basic level, expounding the function and the practical significance to construct the police camp cultural soft strength. On the basis of the careful investigation and the analysis, the writer made a conclusion of the current situation of the police camp cultural building, focusing on the present problems and the causes of that. With the method of comparative analysis, this paper pointed out the similarities and differences between the enterprise culture and the police camp culture and further pointed out the feasibility of the constructing the cultural soft strength in the army. Then, the writer further analysed the factors affecting the building of the police camp cultural soft strength, moreover,the strategies of that were proposed on the basis of the understanding of the basic principles and the main ideas, the setting of the core values, the building of the key links, and the perfecting of the guarantee mechanism. Finally, the strategies proved correct by the real demonstration.This article comprehensively used kinds of theoretic research achievements on the organization culture, the enterprise culture and the military cultural construction. However, personal own original ideas simultaneously proposed and carried on the preliminary proof. The paper adopts the combination method of the theoretic research and the empirical analysis, the investigation research and the logical induction, the systematic analysis and the contrastive analysis, and so on. The frame and system to build the police camp cultural soft strength were elaborated in the paper, which is beneficial to overcome the difficulties encountered in the cultural construction , strengthen the core value of the officials and the soldiers and to enhance the army's"soft strength". The strategies proposed in this article with the feature of feasibility will undoubtedly have instructional function to the army .
