With the advancing the rule of law,the Chinese people’s demand for justice,safety and the rule of law in the growing,it also makes the public security work face huge test,the new situation facing the current international and domestic new challenges,new task in the face of complex serious national security and social stability,how to get the key to seize the strategic opportunity,with the gripper effective system innovation,Factor allocation efficiency,and greatly improve police at a higher starting point,a higher level,the higher goal to promote public security work to a higher level,urgent need us to solving problems,reform start again,looking for breakthrough precision dash,excavates the public security work new kinetic energy,is based on the police reform arises at the historic moment,the birth,the chrysalis into a butterfly.As the bridgehead of the whole public security management system,the basic level police station is the nerve endings of the public security organs.How to break the difficulties in the transformation of the functions of basic level police stations and adapt to the transformation and development of today’s society requires a strong guarantee,so that the police force will be transferred to the basic level,the police will be transferred to the basic level,the data will be released to the basic level,and the funds will be invested to the basic level,so as to ensure that the reform will be smoothly put into orbit,run in an orderly manner and achieve practical results.This thesis combined with the policing reform practice at present stage,the new public management theory,focusing on the current base station facing the reality of the work,part fully reference the foreign countries in the aspect of policing reform under the basis of successful experiences and failure lessons,draw lessons from some developed cities in China the beneficial trial of policing reform,combined with local actual situation,Summarized a set of effective programs and countermeasures,for the future in the grassroots practical work to provide guidance,better for the grassroots police station police reform and maintain the stability of local public security to make more contributions.This thesis is divided into six parts.The first chapter introduces the background and research significance of the police reform in the basic level police stations.Then,combining with the actual situation of police reform at home and abroad,the overall thinking and writing direction of the full text are determined.The second chapter is related theories,mainly from two aspects: New Public Management Theory and New Public Service Theory.The third chapter is the analysis of the operation dilemma of the basic level police station-taking the M basic level police station in Jiangxi Province as an example,from the current situation of the police station,the analysis and summary of the plight of the current police station,in order to find out the solution to the operation dilemma of the basic level police station.The fourth chapter analyzes the causes of the operation predicament of the basic level police stations,summarizes the causes of the predicament faced by the basic level police stations,and looks for the direction of the basic level police stations out of the operation predicament in China with the guidance of the problem.The fifth chapter explores the way out for the transformation of the functions of the basic level police stations.According to the problems mentioned above,the thesis puts forward the countermeasures to get the basic level police stations out of the operating predicament.In the conclusion chapter,the author summarizes the problems that basic level police stations cannot solve even through active and effective police reform measures under the current policy environment.It is hoped that the opportunity cost of police reform can be reduced with the support of policies in the future.
