The Research Of Relationship Between The Village Party Branches And Village Committees Under The Villager Self-admimistration System Background

Party branches and village committees in rural areas (Referred to as the two committees in rural areas) are two important village-level organizations in China's rural areas, and they play a key role in the village economic and social development. For the two organizations, differences on the nature, source of authority, the legitimacy of basic and operational mechanism lead to frequent conflicts between the two committees. To solve the contradiction between them and form village development efforts is an important issue, which can better implement the autonomy of villagers and build a new socialist countryside.How to solve relations between the two committees has been a hot issue in the autonomy of villagers, and it causes the academia, the party and government organs at all levels to pay the extensive research and attention. So, there are many research results in this respect. Although the results much, yet on the whole, this study is still on how to resolve their own contradictions. It is the main research question. The writer works for a long time at the grass-roots and contacts with many contradictions and questions between the two committees. He often considers the issue, many practice has proved that there is an important key factor for us to coordinate relations between the two committees. It is the township how to play a positive leadership and guidance. Township organizations' leadership will affect on the two committees if they can cooperate in harmony. It even can play a decisive role. The reasons are that: on the one hand, no matter which level of village-level organizations have to manage through the village and township organizations to implement the specific implementation; On the other hand, the national organization of village-level management of the main terms of reference given to the organization is responsible for the township. In other words, from the external environment, it is main responsibilities and obligations for the township government to coordinate contradictions between them.There are many diverse reasons which cause contradictions between them. The first is power from different sources. The village party branch is only responsible for the superior, while the village committee is responsible only for village.so it leads to the creation of series of contradictions. Second, because system-level deficiencies result in unclear permissions and duties. So it process friction and conflict on operation.That is the so-called "two skins" phenomenon. The third is that benefits and power struggle among the members between them result in contradictions and problems. The fourth is external reasons, such as lack of management offside.The author is a grass-roots worker, and exposed to many actual contradictions between the two committees. He actively explores new way to solve the contradictions between them.It is related to rural social stability and development. On the one hand, it is necessary to perfect relevant laws and regulations, and clear their responsibilities and permissions.On the other hand, the township political organization must transform its functions, strengthen the leadership and guidance and provide a good political environment for their realitionship's improvement and development. Third is to strengthen the system construction.First is to adhere to the "two pushing one election" on the selection and appointment of members of party members. It is to expand the base of public opinion. Second is to insist on the promotion of "one system three change" model in operating mechanism. It is to standardize deliberative, policy-making, and supervision procedures. Third is based on Qingtian model. It is to insist on promoting institutional innovation, exert villagers-meeting and village representatives' role, speed up the reform of grass-roots party organizations. In resolving conflicts between them, not only the two main contradiction bodies play their respective roles, but also the township party committee and government also play a guiding role, neither absence nor offside.Relations between them should not only reflect the principles of the party's leadership, but also embodies the principles of village autonomy, but also embodies the principle of administration according to law. These three principles are an organic whole. Any one of a principle to negate the other two principles, will cause an imbalance in the rural relationship and aggravate their tensions.
