The subject analyzed the.effect of the policy comprehensively which had ran for many years in Seoul in the South Korea. And the policy was about "citizen's evaluate system", the government improved their public behaviors based on the outcome of the system. This policy helped a lot in establishing the system "Performance Management".In the world which develops fast everyday, most of the countries are trying hard to improve their own competitiveness to improve the quality of life for all the citizens, and some of them carried out reforms, something new appeared like "New Public Management". Based on these concepts, the government should establish new systems which take customers' benefits as the most important. In fact, the new system includes a lot of stuff, but the most important is that, all the government behaviors have to be "Customer Center".The South Korea had done a lot in the field in recent years and had got some achievements in the subject, but there were still some difficulties. These situations also happened in America which has so much experience. The major problem is about how to deal with the relationship between the impartiality and efficiency in the citizen's evaluate system. If the relationship couldn't be handled effectively, the outcome of the system would be inefficient. That's because it would hurt the government, and the government should be against the system instead of changing their behaviors.I did so much in the field for researching better solutions to modify our situation at present. China has carried out the system for several years now, but still couldn't reach the level which the Western countries had got. I wish, the subject could do some help for the reform in China. If this comes true, that'll be my best pleasure.
