Study On The Contrast Between Chinese And Western Public Official's System

China's civil service system is founded in 1993. Its implementation time is short. So it is very necessary to Learn from Western civil service system and scientific management experience to perfect ourselves. The comparative study of Chinese and Western civil service system is based on this. By comparing the civil service system in the West, on the one hand , to reveal its basic law and universal trends, understand its basic spirit, summed up the experience of western progress for me, provide some reference to the development of china's civil service system, on the other hand, to recognize the impact factors and the political functions of the civil service system , differentiate Chinese and western civil service system, combined with the national conditions of china to found our civil service system with Chinese characteristics and avoid total Westernization. Because of limited space, can not compare every aspect of the civil service system. so, in this paper, mainly compare the following five aspects: its appointment system, promotion system, appraisal system, training system, wages and benefits system. Through the system relatively, both general research on the civil service system , but also comparative research on specific system in the civil service system between the Chinese and Western, analysis of both the similarities and differences, strengths and weaknesses, in the hope that the development of Chinese civil service system has been prompted. In order to perfect the civil service system, we must carry forward traditional Chinese culture, according to China's specific conditions, and fully absorb the essence of the World Cultural and boldly learn from foreign advanced experience of the civil service system, then form the civil service system which fit the national conditions of China with Chinese characteristics. We must, At a new starting point, implement the modernization reform of China's administrative system, and, in the context of constitutional, achieve healthy development of the economy and overall social progress. Only thus can we ensure our country's civil service system become more rational, scientific and legal, and be more conducive to creating both ability and political integrity of the administration activists and administrative experts, and be more conducive to strengthening and improving the leadership of the party, so as to lay a solid foundation to achieve China's modernization of personnel system, democratization of the political system and scientific of economic system.
