Health human resources are the most important fundamental component ofhealth resources. The adequacy, the quality, the structure, the distribution andmanagement of health human resource configuration of a country or a region, is notonly affects the sustainable development of health service, also directly affect thequantity and quality of health service and the development of regional economy andsocial stability.The quality of health human resources in the western region of our country is nothigh. Unreasonable structure and distribution, low quality management, health humanresource management system and mechanism can not adapt to the situation. We selectA city in Sichuan province as the research target. This study using the literatureresearch, questionnaire and interview, in view of the recruitment employment,education and training, evaluation incentive and personnel flows, for found theproblem and analysis the reason, in order to provide grassroots for further perfect thewestern region of health institutions’ human resources management.After spot investigation and the analysis of the research date, this study suggeststhat the grassroots health human resources of western region mainly exist seriousproblems such as the shortage of high-quality personnel, training funds inadequacy, performance appraisal system is not reasonable, brain drain etc.. According to theabove problem, this paper puts forward five Suggestions, mainly including: providethe relevant policy support, optimize personnel structure, improve the quality of thestaff; Improve the hiring of appraisal mechanism and standards, appropriate increasethe autonomy of choose and employ persons and to strengthen flexibility management.Provide strong financial support, strengthen construction of ability of health technicalpersonnel, create a good environment for development; Reform talent incentivemechanism, establishing the regional actual performance evaluation and incentivesystem; Establish employment guidance, and create a fair chance, and guide therational flow of talent.
