Study On The Harmonious Community Construction And Evaluation Index System Based On The Principle Of Smart Growth

Since Harmonious Society was proposed by China government, the construction of harmonious communities increasing, the suitable thought and standard were put forward. During the two conferences in March 2007, resource economy, environment preservation, developing harmonious society and resolving the people's livelihood problems are all ranked as important affairs. Community harmonious is deeply concerned with everyone's everyday life and the construction of harmonious society. The construction of harmonious community will be the objection of future community construction and the foundation of harmonious society.Now there are many shortages in the actual community constructions in China. (1)The construction of community are more emphasis on the construction of software (party leadership, community service, community management, etc.). However, the constructions of hardware (communities in the planning, construction, functional configuration, and environmental protection) have failed to achieve harmony requirements in many communities. Those demonstrate poor harmonious in the hardware and software construction of community. It is think that the material civilization always provides the material guarantee for spiritual civilization, and is the basis for the building of spiritual civilization. Spiritual civilization provides the power of spirit and support of intelligence. The same construction of harmonious community similar, the two complement each other, they should start with together. (2) there are not yet a complete system of a harmonious community evaluation system and method, infirmity standard is the result of community-building emerged blindness. Communities as the basic unit of society, which highlighted problem will have a direct impact on the construction of a harmonious society.The principles of Smart Growth development promote a people-oriented, healthy and harmonious development philosophy, and the concept happen to have the same view to the construction of harmonious society in China, In this paper, it is aim at the Chinese current problem of community construction, from the "people first" philosophy, using for reference of Smart Growth from the United States urban planning, adapting to contemporary times, and referring to the Smart Growth examples of the domestic and international, attempts to discuss the future of Chinese community development trend from community planning, green building, community culture, human caring, and community smart development. Extract the basic element that adapt to the construction of Chinese community, establish a harmonious community system of evaluation criteria, and discuss the methods of evaluation.
