A Study On The Evaluation Of Detachment Supervisor Of CAPF Based On The Competence Theory

Though CAPF. is paying more attention to the competence-building project of military officers along with the deep going Revolution in Military Affairs, the faultinesses of Corps Cadres of CAPF evaluation system are slowing down the competence-building project. The management concept on competence and competency originated from the U.S. in the early years of 1970s. During the research and exploring process in recent decades, the idea and method in competency has achieved great success. However, the research on this concept is carried in the company and enterprise, seldom in the CAPF. Therefore, the performances of Corps Cadres are evaluated from the perspective of competency in this thesis. The main contents and fruits of this thesis are outlined as follows:The thesis summary the research theory on competence and competency, expounds its development cause, concept, connotation and construction, and review its research history and present. According to the characteristics of Corps Cadres of CAPF, the competence of Corps Cadres is defined.The thesis is just developed on the foundation of competence theory and practice by interview, questionnaire investigation, statistical analysis, induction etc, and used SPSS to analyze the characteristic factor and set up the competence factor model of Corps Cadres of CAPF.Based on the Cadres (Regiment) Supervisor Competence Model and taking some of the detachment-supervisors under the Headquarters of Armed Police Forces of Chongqing Municipality as the research objectives, this thesis evaluated their competence by using the factor-analysis method. According to the results of the evaluation, the thesis proposed some suggestions for the promotion of detachment supervisors'competence capability.
