In the process of further reform and opening up, there inevitably exist the changes ofsocial structure, the transformation of economic structure and the readjustment of differentbenefits. Along with these are the exposure and accumulation of different social conflicts andcontraditions. Because of this, the number of unexpected mass disturbances goes updramatically in recent years, which brings a severe threat to the economic and socialdevelopment, to ordinary people’s daily live and to the while country in the end. In particular,the unexpected mass disturbances happened in recent years presented followingcharacteristics: large nubber of participants, great destruction and tremendous influence. Allthese prove to be the disharmony in the background of “harmonious society constructin”.CAPF (China Armed Police Forces), the core forces in coping with unexpected massdisturbances, plays a very important role in maintaining social stability and safeguardingpeople’s live and work in peace and contement. And it surely plays an irreplacible role indealing with unexpected mass disturbances. However, the unexpected mass disturbancesappear some new characteristics, and CAPF confronts some new problems and challengers incoping with the unexped mass disturbances. Especially comparing with the party andgovernment’s expectation to CAPF, there are some competency gaps. And there are not muchall-round and systematic researchs on competency construction of coping with unexpectedmass disturbances.At present, there are some competency gaps in CAPF’s dealing with unexpected massdisturbances, especially in the following aspects: the intelligence is not timely and accurateenough; The commanding competency is not strong enough; the methods of operation is notnimble enough; the cooperation between different departments is not smoothly and hencehard to form joint fores. To solve these problems mentioned above, we need to take thesefactors into consideration: the responsibilities the CAPF shoulder; the requirements theresponsibilities call for; the procedures the CAPF follows in dealing with mass diturbances;the theory of crisis management and the practice of duty segregation in the army; legalprinciples relatedeto CAPF’s coping with unexpected mass disturbances, and scientificallystructure the competency elements in the following levels: the competency of organizing military training, of fast reaction, of dealing with situations by force, of in-task political work,of integrated logistics support,5indexes of first-class level; military training, the cultivationof fighting spirite etc,20indexes of second-class level;integrated military training, theimplementation of combat preparedness system, forced disposal etc,66indexes of third-classlevel. And then construct the competency model and evaluation model of dealing withdisturbances according to the three-level indexes mentioned above. At last,we shouldstrengthen the competency of dealing with mass disturbances through the route of followingsix aspects: deepening professional training and accelerating the integration of combatelements, conducting joint training to form the systematic combat capability, cultivatingfighting spirit to provide internal impetus of competency construction, carrying out precisionmanagement to implement systems and regulations, strengthening political work to ensureideologically the competency construction, consummating logistics support system topromote logistically competency construction. Only through this route can we strengthen theCAPF’s competency of dealing with mass disturbances,can we safeguard the deepeningreform and the construction of harmonious society, and finally provide guarantee to therealization of Chinese dream.
