The construction of the leading bodies is paid more and more attention by the leaders at all levels department and the educational world in recent years. The value management and the performance appraisal as one kind of new management idea and management tool play a very important role in pushing the administration leading bodies'strategic plan and achieving the organization goal. In the new situation, it already has became an important task of managing the CAPF Force to explore performance appraisal mechanism based on the value management, effectively improve the structure and ability of the leading bodies of the CAPF detachment, display basic leadership function and promote the transforms of battle efficiency generative scheme.In this thesis I followed the academic, clear, systematic and practical principles deeply discuss and study the performance assessment system of the leading bodies of the CAPF detachment, index system and operational mechanism by theoretical analysis, historical review, field survey, questionnaire survey, experimental research methods and modeling technology. This article includes five parts. In the first part, the thesis has researched the performance appraisal theory and the value orientation of the leading bodies, which mainly include the synopsis of the early examination results thought and the implication , appraisal theory and the method and appraisal value orientation of the leading bodies'performance. In the second part, the thesis has inspected the characteristic of appraising the leading bodies of the CAPF detachment, pointed out the existence subject matter, analyzed the restriction factor and summarized the enlightenment of the Leading bodies performance appraisal. In the third part , the thesis has designed the leading bodies of the CAPF detachment performance appraisal system based on the value management and analyzed the power essential factor of the appraisal system, the target component, the organizational component, the object essential factor, standard essential factor and effectiveness essential factor. In the fourth part, the thesis has constructed the leading bodies of the CAPF detachment performance indicator system, embarking on strengthening the party committee organized group self building ability, leading the army comprehensive construction ability and operating mission ability under the informational condition . It has utilized the system thinking and established three dimensions of the indicator system that constructing the group performance, constructing the army performance and the central task performance. It has computed appraisal result by utilizing Deerfei law to determine indicator system's concrete target, using analytic hierarchy process to determine evaluating indicator weight and using the fuzzy synthesis method and has carried on the result analysis. In the fifth part , the thesis has established the operational mechanism of the leading bodies of the CAPF detachment performance assessment. Based on analyzing the public fair principle, the competition principle and the using according to the test principle of the Performance assessment, it has proposed the scientific, comprehensive, democracy and legal appraisal idea. Finally, it has analyzed the constituents of the operational mechanism of the Performance assessment, such as the optimization dynamic system, the appraisal system, the evaluation system, the effectiveness system, the feedback system, the monitoring system and so on and their functions.
