The management concept on competence and competency originated from the U.S. in the early years of 1970s. It explains the terminology that the individual has the potential character to make outstanding progress in one's post. During the research and exploration in recent decades, the idea and method in competency has achieved great success. However, the research on this concept is still in its initial stages in our country, and it almost was carried in the company and the enterprise, seldom in the armed forces.The purpose of this research is to approach the subject on competency that the cadres at the basic level in the companies of CAPF should have in order to get excellent results, preliminarily build up a model of competency for the cadres at the basic, and offer a reference to the users and researchers.The thesis summarizes the research theory on competence and competency, expounds its development cause, concept, connotation and construction, and reviews its research history and present, the last part points out the problems and disputes in the research field.This research takes 541 officers and men in 10 detachments of Henan Unit as research target, the open questionnaires were scattered over 80 research targets. The initial and formal questionnaires on the competency of the basic cadres were touched upon 461 people in 8 detachments. It took The open questionnaire on the basic cadres competence character of Henan unit of CAPF, The initial questionnaire on the basic cadres competence character of Henan unit of CAPF, and The formal questionnaire on the basic cadres competence character of Henan unit of CAPF ,which were self-organized, as data, collected nearly 30 thousand data, and conducted a statistics analysis by applying the software of SPSS11.5.The research result indicate that the competency of basic cadres includes self-control; democratic sense; fair psychology; individual drive power; influence; adaptability & flexibility; faithful & credit; ability & quality.This research result can provide reference on human resource management, such as the basic cadres selecting, check-up & training, arrangement & appoint.
