In recent years, with government departments promoting infomationization in-depth, the network plays an increasingly important role. Emerging out of VOIP, video conferencing, Soft switch and other new business, the need of the number of subnet increased dramatically, this demand a higher carrying capacity and business ability of government network, the basis of the existing network technology also encounter unprecedented challenges. To survival and development, government network must rely on new technologies and take the road of transition.As the network location, clients, business characteristics and other differences, the government network in transition can not simply follow the example of the operator's. On the premise of meeting the needs of existing business, we must choose a mainstream technology for long-term development according to the business sector, build a communications network for a certain period, and achieve the success in transition.Government network is an investment involving huge restructuring, many departments and personnel, technical complexity and long duration, there are potential risks from project planning, project implementation, acceptance, as well as the whole network. To manage and control risks of the project is an important guarantee for the smooth implementation, for government departments, this is a new working method with great value and significance. Government network transformation try to build a risk management and control system throughout the project, apply a series methods in the field of project management, especially the risk management techniques, to effectively reduce the risk and loss, then guarantee the implementation. In this paper, we focus on summing up the characteristics of these methods and applications, in order to advance reference for the future similar research projects.
