The Construction On The Administrative Ethics Under The Contemporary China Service-oriented Government

The Seventeenth National Congress of the Communist Party of China pointed out explicitly that it is necessary to strengthen the administrative system reform and construct a service-oriented government. The essence of the Service-oriented government is that the government need to re-position, re-establish the ethical relations between the government and the public or the society, the government's idea of ethics and the moral principles, and a set of comprehensive system of embodying the corresponding ethics and the spirit. In the field of our administration, not only our administrative ethics' reform could not synchronize with it, but the theory Paradigm of the original administrative ethics has highlighted the increasingly obvious limitations, but the administrative personnel's idea, the attitudes and the administrative actions lack the new intrinsic effective constraint mechanism, and but various administrative ethics' loss has occurred from time to time. Constructing the socialist political civilization and the harmonious society, and strengthening the Chinese Communist Party's governing capability, which all need our speeding up the construction of administrative ethics. The key of constructing a service-oriented government is the executives' service awareness of actions, while strengthening the construction of the administrative ethics and culturing and improving the administrative ethical character are the important spirit and preconditions to construct a service-oriented government.This article regarding the service-oriented government's basic connotation, the service-oriented government's administrative ethics' implication,functions and current problems, and combined with contemporary Chinese administrative ethics' construction, expounds the necessity of the service-oriented government's administrative ethics of contemporary Chinese administrative ethics' construction, and the basis of the theory on the construction of administrative ethics, the basic principles, the basic contents, and the construction on the general concept of the administrative ethics. Finally, from the external control and internal control aspects of a two-tier, multi-angle and multi-channel, the author gives a lot of practical ways and means how to construct administrative ethics for Chinese contemporary service-oriented government ,so as to provide strong support to construct a better service-oriented government with Chinese characteristics.
