The17th National Congress of the CPC explicitly pointed out that the administrativesystem reform should be strengthened to build a service-oriented government. That is,tostrengthen its public serving function and to establish the moral relationship betweengovernment administrative personnel and society as well as the public in order to establishthe government concept of providing social service. But in the field of administration,thereare many kinds of administrative and moral anomies due to the hysteretic construction of civilservants’ administrative morality and lack of constraint mechanism on administrativepersonnel’s attitude and behavior. Therefore, with the promotion of service-orientedgovernment construction, the research on civil servants’ administrative morality constructionis an urgent requirement to adapt to the new function of government and to meet the needs ofthe timesThis article takes administrative morality of civil servants as the research object,systematically expounds the conception and connotation of service-oriented government andadministrative morality of civil servants and the significance in building a service-orientedgovernment and analyzed the problems and the causes. On this basis, it investigates theapproaches to develop administrative morality of civil servants. It aims at improving the civilservants’ moral quality, strengthening the administrative morality construction of civilservants and promoting the public administrative service level and construction ofservice-oriented government. This article can be divided into four parts.The first part expounds the conception, new idea and new requirements ofservice-oriented government and elucidates the higher requirements for administrativemorality of civil servants to build a service-oriented government in the new situation. Then, itdiscusses the connotation, particularities and components of civil servants’ administrativemorality. For this reason, it states the pursuit of value of civil servants’ administrativemorality construction in building a service-oriented government from the components andparticularities, such as political nature, responsibility and mandatory. Civil servants’ goodadministrative morality is not only conducive to the realization of government’sadministrative goals, but also benefit for the innovation of government service mode andreconstruction of government service relationshipThe second part analyzes the present situation of Chinese civil servants’ administrativemorality construction, including the achievements and problems. With the development of Chinese civil servants’ administrative morality construction, the construction ofadministrative moral institutionalization has already been formed preliminarily and presentsmany new features in practice. For example, the concept of ruling by law has struck root inthe hearts of people, the concept of diligence and honesty has been strengthened, sense ofmasters has been enhanced and administrative moral practice has been emphasized. But onthe other hand,there are still some short comings in the civil servants’ administrative moralityconstruction. For instance,corruption and abuse of power due to the weak consciousness ofadministrative morality and serious thought of departmentalism. In addition,the lag civilservants’ administrative moral construction,defective supervisory mechanism and lack ofenforcement are easy to lead to the rampant production of the idea of "rule of man".The third part analyzed the reasons of civil servants’ administrative and moral anomies.In the civil servants’ administrative morality construction,the most important thing is to solvethe problem of administrative and moral anomies. Thus,this part will focus on the causes ofadministrative and moral anomies. Civil servants’ administrative and moral anomies arecaused by many factors and most of the factors are the specific reflection of civil servants’administrative environment. Administrative environment refers to the direct or indirect impacton the public administrative factors which includes not only the quality of civil servants butalso the factors of official organization, as well as the other social factors. According toimpact angle of these factors in the course of civil servants’ administrative and moralanomies, the author reduces the causes to impacts from the internal and externaladministrative environment. External environment factors consist of the dregs of thought intraditional culture,faultiness of the market economic system,shock of value pluralism insocial transition period and so on. Internal environmental factors includes lag ofadministrative system reforms and administrative moral institutionalization construction andthe low quality of public administration personnel and so on.The fourth part discusses the approaches to improve Chinese civil servants’administrative morality construction. Based on the analysis of internal and external factors ofadministrative moral anomies, it draws lessons from effective value concept, normativeadministrative moral construction and supervision on administrative morality management inwestern developed countries and makes discussion from idea, system and behavior.Concretely speaking,on one hand, to improve the civil servants’ administrative moralitymechanism,including improving moral standards and supervision mechanism and making the establishment of administrative moral rewards and punishment mechanism to makeadministrative personnel understand moral standard of behavior clearly and to establish theinternal supervision mechanism of administrative independence, broaden the channels ofsocial supervision and establish effective moral evaluation system. On the other hand,according to intensify the self-regulation of professional moral and make administrativepersonnel achieve administration by law, administration according to morality, normalizedadministration and administrative legality, so as to carry forward social justice, maintainsocial harmony and advance the construction of service-oriented government in China.
