We also should improve the mechanism construction of the civil service ethics, strengthen the institutional of ethics, consummate the relevant mechanism, create an institutional environment system to improve the role reshaping.The study shows that professional ethics of civil servants effects the role and the role of the civil service remodeling. so we must foster professional ethics of civil servants through education and training,and bulid up the sense of responsibility and service,strengthen the ability of moral self-discipline of civil servants,strengthen the organizational culture,improve the monitoring and evaluating systems, to provide system security for the "service provider" role reshaping.Empowerment of civil servants is an important part of the civil service role reshaping. Ability is the foundation to assume the responsibility of their role as "service provider". Learning and training are the main way to improve their sevice ability,so we must build and innovate the training systerm, establate and improve the mechanisms of capacity building,and promote the capacity innovation of the civil service,in order to respond to the changing brings by the new situation. At present, we must strengthen the administrative ethics, accelerate institutionalizing the "out-self" mechanism of ethics and the quality of professional ethics of civil servants called "self" mechanism,and combine these two factors, to further strengthen civil service capacity,molding services that meet the requirements of the "service provider" building,speed up the buliding of serving government.
