Analysis On China's Current Community Policing Construction

Community policing stems from the fourth police affairs revolution of the west of sixty or seventy times of the 20th century. Its key thought is that the police base on the community, face the people, pass the close relation between the police and the people to strengthen the cooperation between them, find and solve community's public security problem together.Community policing was introduced into China in late eighties and early nineties. China began to implement community policing strategy in 2001 on base of summing up the experience of persisting in the people routine in our police work. From that, the police organs of all level conform to the new situation of community reform, persist in the police work and people routine combination policy, use the reference of advanced policing thoughts, explore community resources, try to establish dynamic operating mechanisms between the police and people and promote the innovation of China's community policing mode. What we have done relieve the shortage of police force and funds to a certain extent, effectively prevent, reduce and fight against crime, improve public security evidently and provide a lot of social benefits. Meanwhile, we can not neglect many prominent issues existing in community policing. Theses issues negatively influence the function of community policing and restrict and hinder the development of community policing.This text attempt to analyze the present situation of Chinese community policing construction, especially analyze the existing issues in present community policing construction. All the analyses are based on community policing knowledge and theory and with the help of new theories, such as Organizational Behavior, Public Management, Public-Policy Analysis, Public Economics and Human Resource Management. The method of induction is used to induce and generalize the ubiquitous issues and forms in community policing from six aspects: organizational management, operating mechanism, "community" and "assistant police" affairs, crime prevention, crime control and guarantee for policing. Detailed analysis is provided to analyze and point out the reasons why these problems come into being and restrict factors are also presented. Furthermore, rational thinking of the issues above is done to provide solve methods and countermeasures from six aspects.
