The Research On The Issue Of Community Policing In Hunan Province

The issue of public security has been gaining attention from the world nations who have now been seeking effective policies to deal with it. Community policing, first appeared in 1960s, has so far undoubtedly become the best choice of the western countries after years of theoretical reasoning and experimental practice. Based on the long-adopted people-oriented policy of public security administration, China put forward the community policing policy in 2001. By reviewing the past two years' actual practice of carrying out this policy in Hunan province, the present researcher finds out that there have been some problems and weakness in it. Based on the systematic theory and by adopting the methodology of comparative study and experimental study, this paper makes an analysis of the systematic and operative problems in the community policing of Hunan Province, and also suggests some countermeasures from the following four perspectives: the direction construction of community policing, the perfection of evaluating system, the system reform of community policing, and the improvement of supply system.
