The civil servants are the exact executor of the government's function. They play a very important role in planning, organizing, coordinating and controlling in the national administrative management. The training of civil servants is not only an important approach to strengthen the construction of their abilities, but a key factor in the enhancement of their competitiveness as well as in the construction of a mighty government. With the issue of the Civil Service Law,the training of the civil servants is being paid more attention. Various tranings of different levels,scales and patterns start all through the country and has achieved some results. For the establishment of the civil service system in our country is late and the time of training is short,the theory and practice of the training is still not ripe.As feeble parts, the training evaluation's theory and practice are always being ignored. How to evaluate the training results systematically and objectively is a problem pondered by every government. Based on Kirkpatrick's Four-Level Model of Training Evaluation and CIPP Model of Training Evaluation and CIRO Model of Training Evaluation,and also the transformative theory of training, this paper makes a deep analysis of China's civil servant training evaluation current situation and points out the existing defects and shortcomings. Afterwards estimate that system hasprovided experience and draw lessons by the fact that advanced West Country the contrast and summary putting into practices, being to found our country. This article reconstructed the new china civil servant training evaluation system characterized by evaluation went through the whole training stage. This paper is expected to cause the attention with more governments to the effectiveness of training evaluation, at the same time for offering some theory and practice to guide the government with training evaluation problem.
