In order to adapt to the need of deepening the reform of institutions and gradually build a fair, encouraging, reasonable, orderly income distribution system, which breaks off relations with government office workers wage system, it is necessary to reform and improve income distribution system of institutions.Now, as to the management of total wages of institutions and achievement wage distribution, the main contradiction lies in that working efficiency of institutions can not be well connected, difference in allowance subsidy of institutions between areas and departments is great and that the level of allowance subsidy loses its macroeconomic regulation .Under the influence of economy and financial managerial system, the disequilibrium between areas is obvious. It is necessary for our government to manage it, trying to shorten the differences between the departments .So it is important to strengthen the management of total wages of institutions and enliven the internal distribution system of institutions, which also plays an important role in making institutions more energetic, standardizing its distribution system and straightening out distribution relationships.But, after income distribution system of institution in 2006 was reformed, for some relative policies, our country and some provinces only made a principled regulation. There has not been an exact, up-to-date way as to the management of total wags of institutions and achievement wage distribution. Some policies are still under discussion.For the above, Juxian Personal Department has done a lot of research into it, it hopes to find out the correct way according to character of institutions of Juxian.The passage starts with the history of wages system of Chinese institutions and then analyses income systems carried out 4 times after the founding of People's Republic to deal with the track of the reform of wage system of institutions. It also deals with exact ways as to the management of total wages of institutions and achievement wage distribution by using exact cases and different ways. Last, it deals with the possible difficulty in developing it.
