Equal employment rights for men and women, equal rights reflected in employment domain, are the basic rights that concern every social being's survival and development. However, sex discrimination in human resources market is becoming more and more serious in our China which is undergoing a transition process. So, it runs in opposite direction to the construction of a harmonious society, and is bound to causing serious impact on individuals, families, and society. Among other things, the employment discrimination women face puts them at a big disadvantage and hinders their development. Therefore, it is the issue concerned by our whole society whether women can get their jobs as equally as men do. And it deserves our pondering how to eliminate sex discrimination in employment, by rules and regulations, to promote equal employment between men and women.Based on the situations of sex discrimination in employment in our country, and with administrative legal systems for equal employment for women as its core, this thesis explores as follows. First comes the literature review, which consists of two parts. The first part concerns the analysis and application of the available research results, and is mainly on the analysis of those practical researches on sex discrimination in employment in China. The second part has the analysis of our country's policy and legislation as its task, mainly interpreting our national administrative regulations on equal employment for women. Second comes the combination of research with empirical analysis. A conclusion is reached by examining the theory after its attempts at extensive analysis of the actual situation in our country, to prevent it from engaging in idle theorizing. Last is the contrastive analysis, which, by comparing other countries'better ways of dealing with this tissue with those adopted in China, draws a conclusion involving the legal systems that meet our country's need for realizing equal employment rights for women.This thesis is composed of six chapters. Introduction is about the research background, the significance of the topic choice, the interpretation and the definition of the two concepts: equal employment rights for men and women, and sex discrimination in employment. Chapter One explains the relationship between the importance of equal employment for women and administrative laws and regulations for anti-sex discrimination in employment, including not only the situation, type, harm and the cause of sex discrimination in employment in China, but also the necessities and feasibilities of ensuring equal employment for women by administrative laws and regulations. Chapter Two analyses the current situation of the administrative laws and regulations on equal employment for women in China. It reveals their defects by analyzing China's available laws and regulations on and relevant regulatory bodies for equal employment for women. Chapter Three gets enlightenment form the analysis of the legal system on equal employment for women in European Union, United States of America, Japan and Hongkong. On the basis of above research, Chapter Four brings the ideas on ensuring equal employment for women by administrative laws and regulations, including the general principles, the administrative legislations, and the organizational safeguard system for maintaining equal employment for women, and administrative behaviors such as administrative guidance, administrative awards, administrative acquisition, chief procurement, and administrative permission applied to maintaining women'equal employment. The last chapter, the conclusion, while concluding, points out its drawbacks and innovations and gives the outlook for the work of maintaining equal employment for women.
