Research On The Non-governmental Organizations’ Participation In The Public Crisis Management

When human came to the world, they faced up with many kinds of public crisis.Especially in the recent years, the common crisis events frequently happen, thegovernment and the people of all countries face great challenges that come from thepublic crisis. At present，our country is in the period of "economic and socialtransition", various public crisis breaks out frequently, giving our country and peopleaustere test. The governments are duty-bound in the management of public crisis. Butthe practical results show that just relying on the government’s strength to solvethe crisis is unsustainable, all this requires the non-governmental organizations’taking part in the public crisis management. So as the third part between thegovernment and the market, it is necessary for the non-governmental organizations toparticipate in the management of public crisis. The increasingly growingnon-governmental organizations have the unique advantage that is different from thegovernment. When the non-governmental organizations play its irreplaceable role,which can cover the shortage of the government in the management of public crisis, itwill be efficient to deal with the public crisis. As an important strength in thedevelopment of our society and economic, the non-governmental organizationsprovide new opportunities for the public crisis management. So how to promote theparticipation of the non-governmental organizations in the public crisis managementbecomes a realistic question which urgently awaits to be solved in our country’spublic crisis management.Based on the above analysis, on the basis of summarizing the non-governmentalorganizations’ participation in the public crisis management domestic and overseas,this article analyzes the participation of the non-governmental organizations in thepublic crisis management systematically through document analysis method,comparative analysis method and comprehensive analysis method. Firstly, the articlesketches out the theories on the participation of the non-governmental organizationsin the public crisis management, which refers some concepts and also the necessityand feasibility of the non-governmental organizations’ participation. It lays theTheoretical groundwork for further research. And on that basis, this article willanalyze the current situation of the non-governmental organizations’ participation inour country, then point out the problems and analyze the reasons of the existence of the problems. By analyzing the non-governmental organizations’ managerialexperience in public crisis management in the USA, Japan and England, which wecan use for reference in our country’s public crisis management. And on that basis,linking with Chinese situation, from the angle of the government, thenon-governmental organizations and the society, we can search the non-governmentalorganizations’ participation way that is suitable for China’s national situation, whichcan offer inspiration for promoting the participation of our country’snon-governmental organizations in the public crisis management.
