China's Non-governmental Organizations To Participate In Public Crisis Management Studies

Governments and other social organizations are facing an important issue of the public crisis management in the 21st century. Based on economics; social development and national strength, the Government should improve the ability of public crisis. However, depending on public crisis management functions of Government alone can not deal with frequent public crises. Other social forces taking part in the public crisis is an inevitable trend, because of the large and serious impact of crisis. Non-governmental organizations, as a representative of a nongovernmental forces joined in it are suitable for this trend. Therefore, non-governmental organizations make full use of its effective role, and the Government set up a public relations crisis management cooperation is particularly important.This paper attempts to be use non-governmental organizations and crisis management as entry point from four parts.The first part, define the concepts. A clear definition of the concepts is a prerequisite for scientific research. At first, a brife definition and summary about the crisis; crisis management; non-governmental organizations; the characteristics has been given in this paper. Then, a theoretical basis has been provided in 5 aspects:the theory of market; government failure theory; theory of civil society; good governance theory and political theory of non-governmental organizationsThe second part is the feasibility. First, the situation of public crisis management and development of non-governmental organizations has been described in detail. And then the deficiencies of non-governmental organizations in China and public crisis management are analyzed. And their causes are in-depth analyed. It will help make more targeted measures for the fourth part.The third part, learning the advanced experience of foreign countries. Compared to Western countries after the crisis, non-governmental organizations of Western countries place on their own situation, our non-governmental organizations in responding to crisis events are relatively absent in the state. Therefore it is necessary to sum up the effective relevant experience of public crisis management of foreign non-governmental organizations for our non-governmental organizationsThe fourth part, to propose solutions. First, based on the conditions of our country, government actively promotes the development of non-governmental organizations from the perspective of policy, and to further define the legal status of non-governmental organizations. Second, non-governmental organizations optimize their management by means of absorption professional personnel, establish a sense of public responsibility to improve their own capabilities. At last, proposed the establishment of the government and the interaction mechanism of non-governmental organizations, and strengthen our cooperation with international NGOs. It is good for non-governmental organizations to give full play to in our public crisis management and improve the efficiency.
