The Research About Non-government Organizations To Participate In Public Crisis Management

Now China is in the key period of "economic transition and social transformation", all kinds of public crisis happen frequently. Public crisis management has become increasingly complex and diverse. How to implement public crisis management effectively, has become an important subject in the democratic civilization construction of harmonious development of society. Public crisis management is a complex and systematic social engineering. The government plays a leading role in public crisis management, but the government is not the only force of public crisis management, the government itself have various limitations in resource endowment, personnel structure and organization system etc. Non-governmental organizations as citizen society's important innovative organizational entities with its unique advantages in public crisis management process are playing a vital role. This article will turn the perspective of public crisis management to non-governmental organization, systematically analyze the non-governmental organizations' role and advantages of participating in public crisis management, and its effective participation countermeasures.This paper is divided into five parts. The first part is the introduction, mainly expounds the background and significance of the topic, the present situation of domestic and foreign research, and relevant theoretical analysis.Aims to explaining the reason of choosing the topic and the research methods, this paper logical structure and may innovative points. The second part of nongovernmental organizations and public crisis management related concept definition, expounds non-governmental organizations in various stages in public crisis management, the role of the organization and advantage. The third part analyzes the problems existed in our country's non-governmental organizations' participation in public crisis management. The operation mechanism of Non-governmental organizations in Western countries are very mature, compared with them,the non-governmental organization in China is still in the development stage. So in the fourth part are mainly described excellent foreign non-governmental organizations to participate in today's public crisis management experience, on this basis, according to China's condition, the fifth part of this paper puts forward an effective path of non-governmental organizations participating in public crisis management.
