The Loss Of Administrative Ethics Norm And Countermeasures In China's Social Transition Period

With the further progressing of socialist market economy, China's reform reveals amulti-layer and multi-direction social transition. During the complex and dynamictransition period, due to relative lag of administrative ethics construction, a series ofserious administrative ethics problems arise among different levels of state organs andgovernment functionaries. So it's imperative to strengthen the construction ofadministrative ethics, which is the foundation of and key to implementing the policy of"rule by morality", the fundamental way to promoting administrative reform andtransforming governmental function, and the requirement of the sound development ofsocialism market economy under the background of socialism market economy. Researchon China's administrative ethics problems in social transition period is not only theresponse to world academic trend but also the requirement of China's real socialdevelopment.Based on this consideration and starting from analyzing the concepts of socialtransition period and administrative ethics, this article states the value of the times of theconstruction of China's administrative ethics and conducts a profound examination andanalysis concerning the phenomenon and causes of China's loss of administrative norm.
