Study On The Multi-Way Endowment Insurance Of The One-child Families In The Rural District

Since 1970s in 20th century, the Chinese government applied the only one-child policy in order to control the total population under 1.2 billion at the end of that century. This policy is successfully executed, and at the same time the only one-child policy makes out the one-child families in the rural district. According to statistics, the quantity of the parents who are responding to the policy in 1970s with only one child and aged above 60 is getting more and more.As the dualistic system existing, most of the population in rural areas of China is excluded from the social security system, while the family support for the old age is the main old-age method. Compared to the families with more children, the one-child families are confronting more risk as the support from the child is limited. The one-child families in rural district answer the call to the only one-child policy which makes them having less children to rely on, and then they have less support for their elder ages. If their pension problems are not resolved, it is not only caused these people living with no one to depend on, but also will shake the farmer's determination to carry out family planning which will cause difficulties for the implementation of family planning in rural areas and will cause birth rate rebounded. That is why it is urgently to study the multi-way endowment insurance of the one-child family in the rural district. This article is just embarked on this problem, and the author expounds deeply the causes of the formation of one-child families in the rural district, the status of them, as well as the pension plight, and finally the corresponding solutions.Through researching and referring to other researchers'results and conclusions on the only one-child families in the rural district, the author fully discusses the status and the pension plight which the rural one-child families facing, and points out the advantages and shortages of the family support old-age security system for rural one-child old parents in nowadays. Based on the above, the writer proposes the principles to build and perfect the rural only one-child families'social endowment insurance system. Then the writer gives suggestions in series to build and perfect the multi-way endowment insurance of the one-child families in the rural district, detailed as following, to build national level fund for the rural only one-child families, to make the current support systems in rural area give more help for the rural only one-child families, and to perfect multi-level social security system, and to apply the strategy of sustainable population policy, and so on.
