The civil servant pay system started in 2006 is a combined pay system of job wage and rank wage,takes the qualifications and skills factors of civil servants into account, to a certain extent ,but still does not move away from the traditional path of Promotion- fortune. In recent years, many countries or regions have already carried out or been carrying out the reform of salary system of the civil servant. One of the outstanding directions and principles is transformation from the fixed post-rank pay scales to floating pay ranges.This paper analyzes the salary system of civil servant of our country from the point of view of management and politics, mainly adopting the methods such as literature review, qualitative analysis methods, Inductive method, comparison method and etc.. It is mainly around two clues: one talks about the problem of the Chinese civil servant salary system. It points out that the Post-rank salary system turns rigid against the backdrop of the New Public Management Movement, by analysis of the traditional bureaucratic system's pros and cons, in order to find ways to solve this problem. Another takes research on Broadband Pay System, especially its localization study.This paper sums up that it is inevitable for Broadband Pay System used in Chinese Civil Servant, because the characteristics of broadband pay itself just to make it conform to the tide of government reform. It is still not a good time for Broadband Pay System used in Chinese Civil Servant, but it is an inevitable trend. At the same time, the government's own Participation and Learning organization-building requirements, as well as the development of e-government has created the possibility of Broadband Pay System implementation. It finally concludes that: Although the Broadband Pay System used in our government is an inevitable trend, we still should take more into account at this moment. In view of the Broadband Pay System implementation in the West set up on the quite standardized basis of bureaucratic system, therefore, the broadband salary-model does not instead of Post-rank Salary System based on the ideal bureaucratic system, but is just an improvement which needs a number of necessary prerequisite. So we should perfect the Performance Appraisal System, establish the civil servant classification management system, and then promote gradually from point to surface.
